Default GN400 - a newer carb replacement?

HELP!
I have a GN400X that I picked up after it had been in covered storage for about 13 years. I went through the carb and cleaned out the jets, the diaphragm looks SUPER.....checked the spark and it "seems" ok ( blue and all) but I could not get the screws out to get into the Electronic trigger for the CDI. As this bike has only 4500 total miles..shouldn't it run? I'm a Harley guy by experience, so I have NO CLUE about CV carbs..........I've been told that the airclean MUST be in place or there isn't enough vacuum to operate the carb correctly...............TRUE?
What can I do here? Thanks to anyone who can steer me in any direction!
