Suzuki sometimes does that so the forks will react progressively; plush at first, then firmer as they get compressed more. They also use two springs of different compression rates and numbers to arrive at the combined overall figure they want. The fork assembly is rigid enough they they can get away with different rates in the seperate tubes. Odd, but it does work.
