Default Gsx600f

Hello All

I recently bought an old (teapot) style 1997 GSX600F, imported from Germany with some French stickers on stating a certain noise level at 5500rpm. I have had great fun on the bike as I just passed my full bike test, and it accelerates well enough, but there is a distinct flat spot +- 1500 rpm around 5500rpm. The engine splutters and hesitates, at over 6500 is lets rip. I am looking to sort this out and am looking for advise. I have been told this could be due to the aftermarket SS exhaust, or maybe the carbs need balancing. Now I am an amateur mechanic on a budget and the machine is used to commute so I cant afford to have it off the road too long. Does anyone have any further suggestions that would help me focus on the problem.
