Wow, this one has been around awhile. One thing to consider, that seems to have been overlooked, are warped "driven" clutch plates, the steel ones. If they warp just a little, and I mean little, as in not even enough to make the bike creep, they can still affect the bikes ability to go into neutral. It isn't likely to happen on a bike with so few miles, but if a defective plate made it through to assembly, or a couple of overly aggressive slippage sessions occurred, it is possible. Although, that last one would be suspect. I've beaten the hell out of my clutches at the drags, and haven't warped a plate{s}. I'd bet that is one of the first things they would check at the dealer, after cable tension, but before getting deep into the tranny {shift forks, drum, etc}.

Sounds like it has an M109R clutch in it.

I agree with most everyone that's responded, telling you to release the clutch, rock the bike a little, squeeze the clutch, and try again. I would recommend shifting into 1st prior to coming to the stop though. I've found that on my GSXR, the sweet spot is from 7 - 8 mph, downshifting from 2nd to 1st is so smooth I don't even notice it go into gear. I'm not sure how similar the SV650 transmission is to the GSXR transmission, but there might be some sort of similar sweet spot.

Just tightening the clutch cable probably isn't the answer. . . .Sounds more like it needs a clutch adjustment.

Same mechanism on my DL650...EZ to do the adjustment and proper adjustment makes all the difference in the clutch actuation and gear changes.

Check your oil level, and with it being that new, it is also very tight anyway. Use the tricks mentioned; ricking the bike, re-engage the clutch, blip the throttle, etc. This is normal, but you DON'T want to force it into a gear, any gear. That could bend a transmission fork worsening the issue till it will never get into gear.

This is just a normal thing for the most part. Just got to learn the machine's quirks.
