Default Problems starting bike

I have a 2003 Katana and today I had problems starting it. It has been sitting for a week due to rain. I've noticed this problem off and on before. When I first try to start the engine with the choke at 1/4, it fires for a bit and I give it a little gas to get the RPM's up. The RPM's rise and then it dies. This whole time the engine sounds "soggy" as I call it. It doesn't sound as crisp as it does when I start it up after one or two days of sitting on the kickstand. It floods after this type of start up, and I have to wait a few minutes before it even fires again, let alone maintain enough RPM's to keep the bike running. Any Help would be great
