Cool 600 Bandit

Hello, newbie here...i just bought a 2000 bandit 600 with only 1380 miles on it (really)! it has not been tabbed in 3 years and so has been sitting. engine would not run without the choke even when warm, so i pulled the carbs and completely cleaned them. pulled all jets and soaked them in carb cleaner, then blew all out with air. re assembled and put back onto bike. now the bike will start and really surge from 1000 to 5000 rpm with just the slightest move on choke lever ( cannot again run at all warm without choke). in reading the manual it says to check the throttle position sensor for correct ohms and if out of spec to " loosen the mounting screws and slightly rotate the sensor until within spec"?? unfortunately i had unbolted the TPS from the frame when pulling carbs to get at the vacuum line. could this be why it surges so erratically, or do i have a major air leak at the manifolds? in looking at the tps sensor, i dont really see how "rotating" it is done. anyone have a better description? also....i am having a real bugger of a time getting all 4 venturi lined up and attached correctly to the airbox again. any tips or procedure there as airbox only moves minimally. thanks for the help.
