Default Collapsing Liner Front forks

Has anyone had any problems with the front forks bottoming out. I had a highway bell hanging under the lower fork support (lower triple tree). The bell was about an 1 1/4 tall. After 4 months of hanging there. I suddenly have paint chips in my front fender right where the bell use to hang. The bell is gone and 6 paint chips remain. I can not collapse the front end with the break to even come close to hitting the fender. Nothing has changed that I know of. I can't figure this one out. It's a new one on me. What the hell happened. Any Ideas? I'm thinking maybe high speed over a speed bump. What do you think
