Default How are Redlines set?

I'm curious about RPM ranges on motorcycles. My question stems from the fact that my dirt bike probably peaks somewhere around 7-8000 rpm (i think) and yet my ninja has a redline at somewhere around 11,000 with the limiter set slightly higher; around 11,500. On the sportbike I could see the RPMs being set electronically at the factory (hence the rev limiter). But, how are the peak RPMs set on a bike that doesn't even have a CDI?
