Default Pipe connecting dual exhausts, what for?

I've noticed that on some V-Twin exhaust systems there is a pipe connecting both sides usually right before the muffler. I had this on my S50 but the V&H Classics that I put on doesn't. It appears that the older versions of my bike (Intruder VS800) didn't have them either.

The exhaust system below is an example.



My question is what is the cross pipe for?

Does the bike run better, quieter, or just sound different.

Could it be just for emissions control?

The reason I'm asking is because I've picked up mufflers for a Sportster and am considering modifying them for my S50 as one of several projects I have going to fix up my bike. This of course would be a considerable project and any shortcuts I could take like not putting in the cross pipe could help.

Anyone have ideas what the cross pipe does?
