Default what are the dangers of low tire pressure

Today at work a gentleman got on his bike and the front tire pressure was so low that his whole tread area was touching pavement. I told him I thought his tire pressure was low, he said no its fine. He is Hispanic and his English is only so-so. I don't know if he didn't understand me or if he really thinks that it is fine that way.

I am thinking that it could be dangerous, I even think very dangerous. I am still learning though so I thought I would ask opinions. I looked in past threads and found it would handle different with low pressure. But a few pounds less is a lot different than the whole tread area touching pavement.

So is it dangerous to run tires that are that low or will it just wear out a tire faster?

If it will be dangerous I will try to get a Spanish speaking person to try and persuade him to up the pressure at least a little. If not to each their own.
