Default Help with bolt from fender buried in my tire problem

Hi there! I'm brand new at this and I just bought an '87 Intruder 700. Got new tires put on at the dealership. The bolt which attaches the speedometer cable onto the inside of the fender and into the front right fork came undone and buried itself in the front tire sidewall, causing a lovely 1/2 inch trench around the entire tire. Lucky for me the rubber flying up from it was a warning something was wrong, or there would have been a shredded tire and rider on the highway. This bolt head on the inside of the fender is literally 2 mm away from the tire sidewall. Of course the service dept at the dealership took absolutely no responsibility for not checking the condition of bolt.

IS THIS NORMAL??? Seems awfully close engineering. Anybody else ever have this happen? The thing is, all it needs to do is loosen one turn and the spinning wheel will just grab it and spin it out, and it'll jam into the tire again. Weird if you ask me.
