Default Packing Pipes

Not owning a bike for 25 years, and never having put packing around the baffles . . . question:

the Intruder VS800 I purchased came with aftermarket Vance & Hines pipes . . . which are quite a bit louder than I like. A local parts man suggested taking the baffles out and packing (or re-packing) them with material sold by local dealer. First, is that a good idea (namely, will it quiet the pipes measurably) and, second, what would you suggest using to hold the packing material tight to the baffles in order to get them back into the pipe? One fellow suggested masking tape, saying it would just burn off inside the pipe. Any better suggestions?
