Default Traffic Lights

After about 50 miles of parking lot and development time, I took my M50 out on the street. I ran into two intersections that were controlled by traffic lights tripped by the sensor in the street that would not register that I was there. One was a right turn, so I just went. On the second, I had to pull ahead of the stop line to let a cage over the sensor. Any suggestions?

I have to at times lower the kick stand on the metal strip to get them to registar I'm there, also call the city and let them know that light won't change for a bike.
