Default Warning oncoming traffic of speedtraps

Yesterday on my way to Charlottesville there were several state police and sheriff patrol cars tucked away waiting for speeders at various locations. Growing up in Pennsylvania, it used to be common practice for folks to flick their headlights to warn oncoming traffic of the hidden potential for a ticket. It's a habit I continue today, but now, in Virginia I am definetely in the minority doing this. It seems it is no longer a common practice.

I understand that if you're not speeding you have nothing to worry about, but it just used to be common courtesy, what happened?
