"Estimates of speed at the end of a long stoop have often exceeded 240 mph. The estimates may only be speculative, but speeds of over 200 mph have been confirmed. To gain these speeds, the peregrines initially pull their wings in close to their bodies. As their speed increases one wing tends to be pushed forwards with the head tucked in to that side while the other wing is pulled back, this streamlines the bird by minimising the cross section of the bird presented to the air, so minimising wind resistance. (In the 'extreme' sport of speed sky-diving, where the sky-diver falls vertically, similar positions are used with one shoulder extended while the other is pulled back & speeds of over 300mph have been reached.)"

Everything has a terminal velocity in an unassisted freefall, related to atmospheric conditions. (Those attempts by human skydivers to break the sound barrier in a freefall are dependant on the skydiver exiting well into the upper, thinner reaches of our atmosphere.) And a peregrine should reach terminal velocity well before it ran out of altitude. So normally terminal velocity would apply, but peregrines that cruise at 60mph on level flight and routinely hit around 120 in a dive can suddenly peg 200+mph when diving for a kill - well in excess of what their terminal velocity should be calculated as. Why? They alter their body shape and contours to minimize drag. Which pretty well pegs the cool meter. So it's kind of a trick question, n'est ce pas? Yes, their aerodynamics limit their speed, but then they actually change their aerodynamics. Could they go faster with more room? Considering the 200mph velocity is recorded and validated and some estimates reach 240mph, but top speed is frequently noted as ~180mph, I'm guessing not.

Similar effect was sought in the sweep wings of F-14 Tomcats, among others. But DARPA is always working...
