good spots that aren't venues are Ms. Newby's, Coyote Ugly Saloon, and Hooters

forgot to mention you want to be in the City of Panama City Beach. Panama City is a different incorporation (seperated by bridge) and you'll be surely disappointed if you go there by mistake.
