A broad, blanket statement of one man's opinion that is, in MY opinion, only partially true.

The Kaw Ninja 250 goes fast enough to get you in trouble....with the law and gravity and handles good too.

Other current 250's won't quite do that but they are more than adequate for lots of things "realistic". Interstate riding is NOT one of those things, in most cases.

My 250 will exceed the speed limit on any non-interstate highway and it is fun to ride........even on 1200 mile road trips. To each his own.

If I may add something. 250s are not bad bikes at all. My first bike was an '86 250 Rebel I bought as a teenager with money I saved working. I did not sell that bike until 1992. I kept it even though I had sportbikes starting in 1988. I was in the Marines and I would ride it around base and on jaunts around town. It was so light and agile that I actually enjoyed ridding it more than my bigger bike for trips like that. I taught others how to ride on it also. I ended up selling it on a whim when a guy wanted to buy it for his wife and was having trouble finding one that was clean. It was more than enough to keep up with traffic around town and it could squeeze in anywhere with little effort. I always wish I kept that bike.
