Default Transmission/clutch problem with CBR 600F '87

Hello all, I recently purchased a used CBR 600F '87. I was told that it had a problem with the clutch. When i got the bike to my house and began to work on it i discovered that the shift rod at the corner was not able to turn as it should. It will go about a 1/4 turn when you go to down shift, but will not move when I attempted to up shift. Hence i have no way to put the bike in nuteral or any other gear for that matter. Im not sure if the motor might be locked up, i do not have the key to attempt to start the bike. The fella i bought the bike from is bringing the key to me later. I was a mechanic in the army so i know most of what im doing but i am unfimillar with motorcycles to a certian degree. any and all help would be greatly appreciated.
