Default 1980 Kawa KZ750 LTD idling problem

So I have a 1980 Kawasaki KZ750 LTD has idling problem.

The bike wanna die unless I keep giving it gas. The choke position doesn't matter much although keeping it open (up position) makes it runs a little better (takes long to die, still die ).

Also on the very left carb there is some substance leaking out (pic below). Some say it's dry fuel, some say oil. It doesn't smell like fuel though. I also checked all the spark plug and they all are black and sooty and covers in a thin film of liquid. Again I can't say it's oil or fuel.

I need some help. It's my first bike.
