Default Rear Rotor Noise and is it supposed to be so flexible

Changed my rear brakes myself for the first time. Now it sounds like a box of rocks being jiggled. I noticed the rear disc had rivets attaching the outside disk surface to the inside hub. Is it supposed to be that flexible? I can move it from side to side. I've had the new pads on for about 3 weeks now and it grinds so much I can feel it on the floorboards. Mainly when I'm coasting or turning slowly....They're organic pads like they're supposed to be.
