It probably is the vacuum loss would be sufficient to prevent the motor running.

Good luck...post your results when the new boots are fitted....bet it roars into life! A quick test is to wrap electricians tape around the old ones to see if you can deliver decent vacuum.

I wont be able to test them that way because they are seperated from the flanges. if they were just cracked I could. Hopefully this is the fix for any big problems getting it to run, then I can get into going through the bike and turning this thing into a bobber. thanks a lot for all your help. im keeping my fingers crossed that this is it.

I guess the metal flange is too thin to get any purchase with the tape? Anyway the boots are the problem and once replaced the motor will run....may not be perfect but minor carb set up will cure that. A carb sync will probably have to be done. If so search this forum using "carb sync" or carb syncronisation as your search criteria...there are directions somewhere on this board.

Good luck.

Well I fitted the new boots, and still nothing. I pulled the plugs after trying and they are still dry. At the very least, those were something I was going to have to replace anyway, but now I still have to figure out why it wont get fuel.
