Question Float level

hey guys
got more problems a friend bought a kaw 1000 out of a 2 yr storage it would start but would not idle so he brought it to me i pulled and vatted the carbs and now i am having a problem adjusting the float the clymer book has two different ways 1 uses a fuel level guage that i dont have so i just used a clear plastic line hooked to the carb drain and held up against the the carb and the level should be even with the fuel bowl i did that reinstalled the carbs and it is running very rich like burnning your eyes rich so apart with the carbs and tried to set the carbs with the fuel float hight by the book whitch is .669 from the top of float to the carb my problem is that the fuel needle has a spring loaded pin in the center----one was totaly froze after some seafoam it finnaly freed up

finnaly to my question what is the spring loaded pin for and do i colapse it to take my my float hight setting
another thing i replaced the plugs and cly 1&2 were gaped normal at .028 but 3&4 were gaped at .080 is this some old mechanics trick to a cly running to rich????? maybe this bike had problems befor ?

My float valves are the same and the clymer manual says to set the floats when the tang is just touching the float valve but not depressing it......hope this helps
