Default 1400 backfiring

My wife has a 1987 1400 Intruder. It has been rock-solid since it was new until now. It had sat up, had the carbs pulled and cleaned trying to get rid of backfiring, but did not help. Only does it when idling or cruising with no load. Twist the throttle and it will bring the front end up. Mechanic says it is electrical. Any suggestions?
