Default 1100, 1200 Outer carbs too lean!

On my Katana 1100 with dual K&N pod filters it's got hard to start, misses and runs poorly at idle and the #1 and #4 plugs show the mixture to be too lean. I cleaned the carbs throughly, blew out all the jets and passages until everything is squeaky clean, even though nothing looked dirty to start with. I was trying to adjust the idle mixture and it's better but still too lean on #1 and #4 with the idle mixture screws almost all the way out. With Colortunes in the cylinders it show that #1 and #4 are not firing most of the time at idle but work ok at faster speeds.
I took them apart again and cleaned and blew out all the passages, even took out the plastic choke assy and the plastic unit that holds the float and the starting jet and cleaned them, O-rings and everything else look OK and float levels are all the same but #1 and #4 are still too lean.
My question is how can #1 and #4 be too lean while #2 and #3 are fine when all the jets and other parts are identical? I exchanged jets between #1 and #3 with no difference. Carbs are the same as the Bandit 1200 except for jet sizes if that's any help. Thanks

Thats because the two outside cylinders (1 & 4) are able to get more air than the # 2 & 3 cylinders on the inside because theres no restrictions on the outside carbs to get more air. I have an old GS1100ES and once u take the stock airbox off the outside carbs need bigger jets than the inside. With the stock airbox all the carbs get the same air, but not anymore with the K&N's. Hope that helps
