Default Carb queries

First of all I would like to say hello to all. I have a Suzuki Bandit 250 and am experiencing rich running I think. Ive turned the pilot screws in or anout .5 turn from fully seated to make it leaner but the plugs still carbon fouled and when Im cruising say from 2 to 3k rpm and I twist the throttle for more or to accelerate faster the bike hesitates or bogs down before responding. What are these symptoms? Am I running on the rich side or lean? The bike has a full aftermarket exhaust from Japan I think and my main jet is only 75. Currently Im not using any air filter in the airbox, to make it leaner. Someone also told me that I should have some air filter of some sort because it is important to the cv carbs because it operates from vacuum to raise the needles. Please cuold someone explain it to me. Thanks a lot and ride safely brothers.
