Default adjusting valves on a 1978 sp370

i adjusted the valves on the bike according to the owners manual and the motor seemed locked up . so i loosened the valves now it has very little compression and wont start . this bike was running fine but had alot of valve clatter.

Sounds like the valves may have come in contact with the piston and are now bent. Did you rotate the engine by hand or did you try to start it after the valve adjustment?

i lightly put my foot on the kick starter. did not force it hard enough to bend the valves.

OK no bent valves, you may have over adjusted the valves even if you backed them off a little. Start all over with the adjustment procedure and see if anything changes.
