Default 97 TL1000 problem?

I'm looking at a 1997 TL1000 and the seller is telling me it has a loose/stretched clutch cable. I myself is ok at fixing stuff mechanically on bikes but need some advice on what truly is wrong. He says that he can still shift but is really tough to change gear especially when going past 3rd gear. He said that the clutch cable is stretched and when pulling the clutch handle it does not engage all the way and makes it hard to shift gears. Is what he saying true or is there definitely something else wrong? What would make the gears difficult to shift and get harder to shift the higher you go on the bike?
