Default rm125 running boggy

Hey, I own a 1992 Suzuki RM125. At idle... obviously it sounds fine... rev's fine.. ect. first and second gear however are very boggy. then when i get to about third gear it clears up and wines up nicely.. My guess is that it's running rich. so i've adjusted my air screw out 2 1/2 turns which is what i remember being the max. and i've downsized my low rpm jet to a 45 from a 50. i've also tried every setting on the needle and I replaced the air filter. At first it was so bad that it was fouling the spark plug... but once changed the air filter it stopped doing that.

basically I really don't know what else i can try on leaning it out.... or if there could be another problem causing it to run boggy.
