Default low idle

Bike: 97 Suzuki Bandit 1200s 23,000 miles

I bought my bike about a month ago and have put about 1000 miles on it so for. I have notice that the idle has gotten lower and lower. The specs in the manual say that it should idle around 1500 rpm. It is down around 1000rpm. I have changed the Oil, and spark plugs. My next couple of steps is to change air filer, and adjust the vales. I know I could change the idle control, but would rather find the problem then a work around.
Any thought on what is causing the low idle, and is it normal to need to adjust the idle?

Weather, gasoline quality, air filter restriction, and many other things affect idle. That's why the adjuster knob is so readily accessible.
