Question volusia front fender

i am painting a front fender and replacing it with the one on my bike. and today i noticed that it looks like a tight fit. do i have to remove the tire assembly to replace the fender, or will it be able to squeeze by?

You go through the trouble and expense of painting a new fender, remove the wheel. It only takes 2 minutes.

thanks just looked like removing the front wheel looked too complicated
