Question Chain slack

I have a Suzuki ST250E (dry weight 140kg). My weight is about 70kg.
Have run about 5,000km.

Possible problem?
The spec. says the chain slack to be within 10~20 mm without a load (a rider) on the bike. Should the chain be adjusted to the spec with no load on the bike I hear the light noise from the chain or the sprocket area when I push the bike forward. If the slack is adjusted to 35 mm with no load, when I sit on the bike the slack is about 20mm, that runs smoother without noise.

Question:
Should the chain slack be adjusted with a load or without?
Suzuki told me '10~20mm without a load' Ummmm.....
