Default No Start.. Plugs Wet & Black.. Now What? (97 Katana 600)

Just bought it on Thursday, it ran but kept stalling out, but was running with choke. Now, today I try it and won't fire. Turns over, a slight chug chug every now and again and a couple of loud backfires.

Pulled 2 plugs, all wet and black. Let dry and sanded down. Drained old gas, new fresh in. Still not starting.

Pulled all 4 plugs, they are all wet and black... currently drying out... so now what?

- Do I need NEW plugs? Can i just sand down my current ones?
- Put gas down cylinders?

Battery is at 11.95. (Charged goes to 12.5) and Petcock is at PRI (which I understand to be Prime/Gravity Feed [for starting until running])

What else to try?

Take it off prime. Once the carb bowls are full you're just going to flood it. Carb likely needs disassembly and cleaning. Buy new plugs since they're cheap anyway, and gap them properly. Let me guess... it has about 1200 miles on it and hasn't been ridden in 4 years, right? Get a Haynes or Clymer and go to town. Report back with any questions or problems. Either that or take it back. Sounds like you got suckered. Good luck.
