Default Rear brake ware qustion RE: Ware limit indicator.

Just today, I noticed a slight dragging sound from the Rear Break. I have a full 1" of free travel on the pedal, and this sound sound seems to start about half way through the braking process. I thought that the shoes might be worn and I was beginning to hear metal on metal contact, but when I checked the Ware Limit Indicator, the line is nowhere close to the worn position.

In the relaxed position the top of the line on the brake axle is almost in line with the start of the indicator. in the fully braked position, it doesn't even rotate 1/4 of the way through the area of the indicator.

Is this dragging sound a normal thing that periodically happens, or could the indicator be giving me a false positive reading on brake shoe ware?
