Take the fuel line off the valve.

Turn petcock off, disconnect fuel line from bottom of petcock, put a hose or funnel that drains into a gas container at the bottom of the petcock, turn petcock to reserve, and watch as your fuel tank is drained with little to no spilling. This may still leave a bit of fuel in the tank, but it will be much less to deal with.
