Default Adjusting gear leavers.

Hi guys and gals.
Im having trouble getting my new motorcycle boots under the foot gear leavers.
Its hard to get your toes under the gear leave from 1st to 2nd .
From 2nd up ,its easy.

I can see a bolt with a nut on either end ,looks like its for adjusting ?.
So whats the deal ,can i just loosen bolts and move it ,or will it do any other things to the gears ect .
Also the foot brake leaver ,is abit high and would like it abit lower angle ,so i don't have to lift my foot to get my toes on to it ,to stop.
And will i have to re-adjust the brakes ,if i move the brake pedal????
Having said that ,do you guys ride with your foot {toes} just touching the foot brake {with no pressure}.
Or is it best the way it is?.
I don't want to go playing with any thing till im 100% sure.
