Default 89 katana 750 fuel problem

hey guys i have a 89 gsx katana 750. my fuel petcock is not working right. i took it off and cleaned it out and it worked briefly. my tank had stale gas in it and i had to take off my carbs because there was junk in my needle and seat. but now my fuel petcock wont let any gas through it. it is clean but seems like the vacuum isnt working. it is working sitting off of the bike if i suck on the hose. the hose goes onto the bottom of the tank . is this right. where does it get the vacuum from in the tank the only other hose on the tank is a hose coming out of the fuel sender. which i thought was an overflow hose. or is that hose supposed to be hooked up to the motor somewhere. anyways im lost if anyone has any ideas please let me know it would be greatly appreciated

The second (smaller) line from the petcock goes to the carbs in a vacuum-operated petcock. I suspect yours is gravity-fed, though, judging by this drawing. It might also get vacuum directly from the fuel line. Not sure.
