Exclamation 93 Katana 750 Poor Fuel Mileage and Stumbles at aprox 2500 to 3000 RPM's

Hello.

This is my first post here.. I have a 1993 Katana 750. It runs really well for the most part. I am having a problem with it "Hesitating/Stumbleing" when taking off from a stop. Most annoying when riding threw the city due to stop and go. It hits 2500 RPM's and boggs down like too much fuel then shoots off once you hit about 3000 RPM's or so. You have to be careful because it takes right off. Yesterday I also went for a long ride. I noticed I am only getting aprox 28 MPG. Once I hit 100 Miles I had to switch to reserve and was on E at 115. I have been searching around on the internet. I should be getting someting more like 45MPG or so? Where can I adjust the Air/Fuel mixture? Maybe it is jusr running completely too rich? Might fix the low MPG and stumble? This is my first bike, so I am sorry if I sound really off or wrong. I would appreciate and advice.

All the spark plugs, and plug wires have been changed at the shop as well as oil change and new UNI Air Filter.
