Default Harley pricing - carved in stone or flexible?

how's the harley dealer pricing set up? is it carved in stone and every dealer sells at the same price with absolutely no discounts (as in, all pricing dictated by HD head office), or is there room to negotiate / shop at different dealers? i'm speaking about new ones, like '07 and some '06 leftovers - basically whatever they have on the showroom floor or in the warehouse that hasn't been previously owned.

there's 2 or 3 harleys that i would really go for IF the price could be negotiated down by more than a pityful $300 or $500. otherwise it's a kawasaki for me.

ideas?
