I just noticed that the OP hasn't posted since August, but here goes anyway. This could be a tank vent issue: the vent is clogged but allows some air to get in the tank to replace the gas being burned while at idle, but when the throttle is opened, the vent can't keep up with the added fuel requirements and that creates a vacuum in the tank which inhibits gas flow.

Another place to look is the petcock and fuel lines themselves. Are they clean and free of obstruction?
