I have check for the exhaust restrictor, all spockets, and chain are good, new gas.Could it be the clutch?? it doesn't wine like bigger bikes i have owned but i've never had a single speed.Any and all help appreciated

The jr 50 does have a centrifical type of clutch and the syptoms you describe do point at the clutch being the problem. Get a manual and see if there is some kind of adjustment. The parts to get it corrected probably won't be too expensive, however if you don't have much experience a shop could get it going for you.
