The carb may be clean, but something's preventing fuel flow. Either the low-speed mixture is very lean or something's blocked.

Default It is very possible you have an air leak where the carb meets the rubber boots.

Air leaking will cause the bike to run lean. Had the same thing happen to me on an old TS185.

Just be careful with using metal to clean the jets out as they are made of brass theres always the potential for you to enlarge the size of an air/fuel jet. A better option is to use nylon (fishing line or some scrubbing brushes) or horsehair (paintbrushes). A REALLY good idea is to use a can of carby cleaner, strip the carbies (one at a time) and use the cleaner to flush the jets through the body (theres NO chance wire would get through to clean it as its often an insanely long and bent channel)) and then do it again just tobe thorough.

Im going through a similar thing with a bike i recently bought, my next step is to run a compression test and im hoping like heck that it's got a decent bit of compression. I've already taken the carbies out and cleaned then 4 times, each time i got out MORE gunk than i did the last, only now i've done it 4 times am i satisfied its internally clean enough to be viable to use.
