Default no working lights or horn

i have a 1978 sp370 im rebuilding the lights and horn dont work but i have good spark at the spark plug and the battery shows 6.5 volts what could be wrong.
any suggestions will be appreciated.

Fuse or wiring. There ain't much to those bikes.

Look on the wiring diagram for a fuseable link. Usually located near the positive side of the battery. Once you find it you can feel it with your fingers by pinching the wire and if it is broken you will feel it.
