Default Weird Throttle Problem

I've got a '77 Suzuki TC185 and whenever I blip the throttle it takes a long time for it to settle down and touching the cable or turning the handlebars make the revs jump up and dont stop until I have to kill it. I took out the cable only to discover it's a Y throttle cable (splits for carb and oil injection pump) so I can't look inside to see if anything's binding. You think that might be the problem? Carb return spring looked okay, should there be any other return springs?

It sounds like the cable is adjusted too tight.There should be some play in the throttle when closed. Turning the handlebars can remove some slack causing the throttle not to close.

I just tried doing that and even when I just pull the cable end not even tensioned or hooked up to the cable it doesn't die down quickly, 40 dollar cable from the dealer

Either something is interfering with the throttle,
Or
It might be a jetting / carb problem, Varnish perhaps? The carb may need a good cleaning.

Well after taking the entire cable out, oiling the cable and re-assembling it all, it works! It must have gotten a little seized up after being in the bike so long, thanks bat!
