Default 1999 kawasawki tranny problems

I have rebuilt the transmission in a 1999 kawasawki vulcan a13 and I got it all together and it wouldn't shift. I bled the hydraulic clutch til I got some resistance and tried shifting again and nothing. I jacked up the rear and spun the tire and tried shifting. No go. So I took it out of the frame and took off the cover over the shift drum and that is not moving. I used a brass dowel to try to move it, but it only moved a few hairs. I know I assembled it correctly, but you never know maybe I just forgot something stupid. I did exactly what the manual showed and out it back as it was originally. From memory and the book it was correct. Does anyone know what it might be? I would hate to tear it all apart again. Any advice would be great.
