Default Bent Forks?

I Have a 06 Suzuki S50, I Bought a suzuki (oem) Windshield Part #: 990A0-70001 and I tried to install it today, After 4hrs I gave up.

There are 2 bracket that gets attached to the forks (wrapped around). Each bracket has 2 holes (one hole on top and one on the bottom), the windshield have 2 brakets with two holes to match the forks bracket. Four spacers (1" length each) are required between the forks bracket and the windshield bracket

I tightened one side and when I tried to fasten the other side, I could not.

the two bracket were not parallel, I could not fit the spacer (too tight) on the bottom hole and the top holes needs a longer spacer (at least 1/2 ").

There is no adjustment on the shield brackets and the forks brackets follow the forks, nothing looks bent as far as the shield.

Are my forks bent? and how do I knew?
