Ok, excuse me for being totally new to this board, but I have my sights set on an M50 after I get my endorsement here.

Do ppl change out pipes strictly for performance, to get a more aggressive (louder?) sound?

I'd like to see a 1-10 chart of all of the different aftermarket pipes out there, where 1=no louder than stock, and 10=the most obnoxiously loudest, guaranteed to collect tickets.

More specifically, I'd like to know how far you can take it in WA State, without standing out so badly that you're pulled over and ticketed the day you get them.

Just about any aftermarket pipe is going to be louder than stock. Take a look at the link above to see the stock exhaust diameter, most aftermarkets are 2" or greater. It pretty much boils doen to what you think looks best on the bike.

Most people buy pipes for sound, but it does open up some performance if you do an air intake & fuel processor at the same time. You can add just pipes, but then you are basically just changing the sound.
