Hello I am from NJ and have raced in District 6 sanctioned motocross since 1982. Most of the land access is private so you need to know someone that owns land. There is the Raceway Park practice track but as you say it is a pay as you ride deal. Also the Pine barrens have some motorcycle access by permit. I have 2 private tracks that I ride on and they are not open to public access. I bleieve there used to be an area off the Parkway one of the exits in the 90's that has riding for free but you run the risk of getting booted out. Not much help but just get to know some riders and find out whats in your area.
