it would be legal in WI because, the maximum allowable height between the handle bars and the top of the seat can only be 37 inches.
Don't know how they came up with that standard (it may be 36 inches, but that would be an even yard and way to simple).
and, more importantly, my height from butt to shoulder is about 24 inches, so I would be reaching up nearly a foot. Can't imagine that would be comfortable.
This bike, it goes under the "cbx" and such concept that didn't quite work.
