I undrestand that there are other factors that are involved (aerodynamics, intake/exhaust restrictions, a/f ratio and even the weight of the rider and many many more) that hender top end speed.

Knowing all of the mods we have on his bike, a taller gearing (as long as it's not too tall) would get him a higher speed on his bike.
