If you want to get everything you're looking for, plus a little extra comfort, and spend a little less money, look at a pair of high quality hiking boots.
I picked up a pair for 80 bucks on sale, they're weather proof (wind and rain) and insulated (I've worn them riding at 40 degrees and my feet were warmer than the rest of me) They're full grain leather and they have a reinforced ankle with a full 8" height. Actual riding boots will come up higher, but these completely cover my ankle, which what concerns me. They sole doesn't have the hard edged heel that work boots have, so they don't catch on the pegs. And yes, they have a non-slip, oil-resistant sole.
My favorite thing about them is that they're as comfortable or more so, than my sneakers, so much so that they're my primary shoes when I'm not at work.
